The attached memorandum to the Secretary from Ken Quinn, outlines his arguments against our approaching the Cambodian delegation to the UN. In New York on September 30, I helped Assistant Secretary Habib, draft talking points for the meeting. The Secretary, who had earlier ordered the approved the paper that same evening.
