នៅថ្ងៃទី១៥ ខែមីនា ឆ្នាំ១៩៧៥ មានទូរលេខមួយពីក្រសួង ការបរទេសក្នុងអត្ថន័យដូចតទៅៈ ខ្ញុំបានសុំអោយសីនផេកនិយាយ ពីសំអាងស៊ីម្ដងទៀតអោយលោក។ បើទោះបីជាវាអាស្រ័យ លើយថាភាព នៃតម្រូវការក្នុងការរាប់បញ្ចូលប្រជាជនខ្មែរជាច្រើននាក់ ចូលក្នុងគម្រោងជម្លៀស (លើកដោយភ្នំពេញ ៤៦២៥) វាមាន ចំណុចទូទៅដ៏មានតម្លៃ។
