The 5 guidelines that the President had approved were deployment of south Vietnamese force in Cambodia's defense should be mainly limited to the area from South Vietnam border west to a line from Kampong Som to Phnom Penh and North along the Mekong river, the transfer of $49 million of supporting Assistance to the MAP program for use in Cambodia, the institution of a $20 million PL 480 program for Cambodia, the commitment $11 million in AID contingency fund to Cambodia, and the authorization of DOD offshore procurement to the extent practicable.
