This document was a conversation between the U.S. secretary and French. The U.S side was Philip C. Habib, assistant secretary, East Asian and Pacific Affairs Bureau, and the French side was Mr. Henri Fromet-Meurice, Director. of Asian Affairs. The conversation was started at 10:30 am on December 24, 1974 at the secretary's office.
ឯកសារនេះរៀបរាប់ពីកិច្ចប្រជុំរវាងលេខាសហរដ្ឋអាមេរិច និង បារាំង។ អ្នកតំណាងសហរដ្ឋអាមេរិចមានលោក ហ្វីលីព ស៊ី ហាប៊ីប ដែលជាជំនួយការលេខាធិការរបស់ការិយាល័យកិច្ចការអាស៊ីបូពា៍ និងអាស៊ីហ្វាស៊ីពិច។ ចំណែកឯខាងប្រទេសបារាំងមានលោក ហេនរី ហ្វ្រូម៉ែត ម៉្យូរ៉ាយ ដែលជានាយកកិច្ចការអាស៊ី។ ការសន្ទនានេះធ្វើឡើងនៅភ្នំពេញថ្ងៃទី២៤ ខែធ្នូ ឆ្នាំ១៩៧៤ នៅវេលាម៉េាង១០ៈ៣០ព្រឹក នៅឯការិយាល័យរបស់លេខាធិការ។
