Prime Minister Lon Nol' s government of Cambodia (GOC) seems to have the diplomatic edge over Prince Sihanouk's Peting-based Royal Government of Natoinal Union (RGNU) by force a hard Choice between itself and Sihanouk, and several coutries have not declared their position.
