Thieu announced this morning that he would set no time limit on south Vietnamese Operations as we have set on ours. In addition, attached is a report from our CIA saigon station chief which indicates that Thieu has given general Tri authority to conduct operations anywhere in Cambodia without geographicalimitations. These facts add up to a potential public relations disaster here at home beyond those those we already have on our hands.
ឆៀវ បានប្រកាសពីព្រឹកមិញនេះថា គាត់នឹងមិនកំណត់ពេលវេលា ចំពោះប្រតិបត្ដិការវៀតណាម ដូចដែលយើងបានកំណត់ចំពោះប្រតិបត្ដិ ការយើងទេ។ ម្យ៉ាងទៀតឯកសារនេះជាសេចក្ដីរបាយការណ៍ពីប្រធាន ស៊ីអាយអេ នៅសៃហ្គន ដែលចង្អុលប្រាប់ថា ឆៀវ បានផ្ដល់សិទិ្ធ ឧត្ដមសេនីយ៍ ទ្រី ធ្វើប្រតិបត្ដិការនៅគ្រប់ទីកន្លែងប្រទេសកម្ពុជា ដោយ មិនកំណត់ទីតាំងភូមិសាស្ដ្រឡើយ។ ហេតុការណ៍ទាំងនេះអាចបណ្ដាល ឱ្យមានមហន្ដរាយទំនាក់ទំនងសាធារណៈផេ្សងទៀតដែលយើងពុំបានដឹង។
