By a letter dated May 11, 1964, the ministry of Foreign Affairs of Cambodia requested the International Commission for supervision and control in Cambodia to make public its reports and findings concerning the acts of aggression by United States-South-Vietnameses force against Khmer territory and the civil population of Cambodia.
យោងតាមលិខិតចុះថ្ងៃទី១១ ខែឧសភា ឆ្នាំ១៩៦៤, ក្រសួងការបរទេសនៃប្រទេសកម្ពុជា បានស្នើគណៈកម្មាការអន្ដរជាតិ ផ្ដល់ជំនួយដល់ប្រទេសកម្ពុជាដល់ការសរសេររបាយការណ៍ និងរបកកំហើញទាក់ទិនអំពើហិង្សារបស់កងកម្លាំងសហរដ្ឋអាមេរិច និងវៀតណាមខាងត្បូងមកលើដែនដីខ្មែរ និងប្រជាជនស៊ីវិល។
