Yoeun had cooperated with Thuok, Kruy, Chay, cadres of company, Ket, cadre of economic battalion, Sieng, medic, and Oeun, soldier of division 502, to build up traitorous forces; moreover, they contacted treacherous network in factory T-6 and other units such as unit 310, 450, 170, and so on. In early 1977, Yoeun invited his treacherous member such as Pour, Sem, Thouk, and Chhan to join the meeting in order to set up plan to fight the office S-21 on April 17, 1977.
យឿន បានកសាងកម្លាំងក្បត់ជាមួយឈ្មោះ ធួក កម្មាភិបាល អនុសេនាធំ គ្រុយ កម្មាភិបាលអនុសេនាធំ ចយ កម្មាភិបាល អនុសេនាធំ កេត កម្មាភិបាលសេដ្ឋកិច្ចវរសេនាតូច សៀង ពេទ្យ, អឿន យុទ្ធជនកងពល ៥០២។ អ្នកទាំងអស់នេះ មានសកម្មភាព ទាក់ទងជាមួយខ្សែក្បត់នៅរោងចក្រ ត-៦ និង អង្គភាពខាងក្រៅ ផេ្សងៗទៀត មាន ៣១០, ៤៥០ និង ១៧០ជាដើម។ នៅដើមឆ្នាំ ១៩៧៧ យឿន បានហៅសមាជិកក្បត់ដូចជា ពួ, សែម, ធួក និង ឆាន មកប្រជុំដាក់ផែនការវាយមនី្ទរ ស-២១ នៅថ្ងៃ១៧ មេសា ១៩៧៧។
