On May 20, 1974, Committee representing staff in secondary and primary school of Phnom Penh, presided by Pen Mal is called for a meeting at March 18 High School, with 30 participants. the meeting was about stand point of education staff toward working hour issue and other problem.
កាលពីថ្ងៃទី២០ ខែឧសភា ឆ្នាំ១៩៧៤ គណៈកម្មាធិការចម្រុះតំណាង បុគ្គលិកសិក្សានៅមធ្យមសិក្សា និងបឋមសិក្សា ក្នុងក្រុងភ្នំពេញនឹងខេត្ដ ខ្លះដែលដឹកនាំដោយលោក ប៉ែន ម៉ាលីស បានបើកសម័យប្រជុំមួយ នៅវិទ្យាល័យ ១៨ មីនា មានសមាជិកចូលរួមចំនួន៣០នាក់។ កិច្ចប្រជុំនេះលើកឡើងអំពីគោលជំហររបស់បុគ្គលិកសិក្សាចំពោះ រដ្ឋាភិបាលបញ្ហាពេលម៉េាងធើ្វការ និងបញ្ហាផេ្សងៗទៀត។
