Tel, also known as Pen Valsae, was a former student of a telecommunications institution in France and was working as a technical assistant for the Ministry of Social Affairs in Phnom Penh before the organization apprehended him. He started his schooling at Boeung Keng Kang School in 1950 and then moved on to Lycée Sisowath in 1956, from where he graduated. In 1964, he became part of the CIA, the largest anti-communist organization.
ប៉ែន វ៉ាល់សែ ហៅ ទែល អតិត និស្សតសាលាទូរគមនាគមន៍ មកពីប្រទេសបារំាង មុនពេលអង្កការចាប់ខ្លួន ប៉ែន វ៉ាល់សែ ជាជំនួយការបច្ចេកទេស ក្រសួងសង្គមកិច្ចនៅភ្នំពេញ។ ពីឆ្នាំ១៩៥០ ប៉ែន វ៉ាល់សែ បានចូលរៀន នៅសាលាបឹងកេងកង ដល់ឆ្នាំ១៩៥៦ បានផ្លាស់មករៀននៅ សាលាវីឡាល័យស៊ីសុវត្ថរហូតដល់បញ្ចប់ថ្នាក់។ នៅឆ្នាំ១៩៦៤ ប៉ែន វ៉ាល់សែ បានចូលរួមជាមួយនិង អង្កការ សេ អុី អា របស់អារិកដែលជាអង្គការធំបំផុត ប្រឆាំងនឹងរបប កុម្មុយនីស ដែលមានភារកិច្ចជាច្រើន នៅក្នុងក្រុម សេ អុី អានេះ។
