In September, 9, 1976, there was a meeting between Angkar 703 and district 21 with comrade 89 as president. The meeting mainly focussed on the examination of the posters' essence as in June and July. This posters were published in Phnom Penh in legal work place such as the office of division, regiments or other ministries. These posters were not from outside, but the line or network mainly connected with division 170, 80, it came from near here or we could say from our guards who gave information. The enemy did not want us to trust division 703 and 180. The poster problem was not so importans. It was only the provoking turmoil and encouraging involvement of massess for gathering its forces and rout our forces. We had to be careful with the revolting of enemy who were near. There were many measures to be taken. First, we had to pay most attention. The stronger the disputes, the more class anger Second, for comrade Pang and Khamei, we had to educate them with idcology conscious standpoint. We couldn't let them so weak in conscience that they would be cheated. The ones who were suspicious, must be kicked off and tried our best to identify the real reasons. Third, comrade Pin had to re-examine the activities in that night to recognise what had happened. The direction to go was the old networks of Sok. What was the content of education? We wanted to compare our revolution with the foreign's. We asked comrade Pang to communicate with other ministries. People-170 should be gathered.
កាលពីថ្ងៃទី៩-កញ្ញា-១៩៧៦ មានការប្រជុំមួយរវាងអង្គការ ៧០៣ និង ស-២១ ដែលមាន ម-៨៩ ជាប្រធាន។ ខ្លឹមសារប្រជុំពិភាក្សា លើៈ ពិនិត្យខ្លឹមសារខិតប័ណ្ឌដូចខែមិថុនា, កក្កដា កន្លងមក។ ខិតប័ណ្ឌនេះធ្វើទៅភ្នំពេញ នៅកន្លែងធ្វើការស្របច្បាប់ជាមន្ទីរកងពល វរៈសេនាធំ ឬក្រសួងផេ្សងៗ។ បញ្ហានេះមិនមកពីក្រៅទេ តែគោល គំនិតអាចមកពីក្រៅ ឬនៅជិតក្រៅពីកងទ័ព។ ខ្សែវាជាប់កងពល ១៧០ ច្រើន ដូចេ្នះវានៅជិត ឬនៅក្នុងកងការពារយើងជាអ្នកឱ្យព័ត៌មាន។ ខ្មាំងចង់ឱ្យយើងឈប់ទឹកចិត្ដកងពល ៧០៣ និង១៨០។ បញ្ហាខិតប័ណ្ណនេះ មិនសំខាន់ទេ វាគ្រាន់តែជាការអុកឡុកបំផុសប្រមូល កម្លាំងវា និងបំបែកកម្លាំងយើង ត្រូវប្រយ័តខ្មាំងលួចបាញ់អង្គការ។ ប្រយ័ត្នពួកក្នុងដែលនៅជិតយើង វិធានការមានទស្សនប្រុងប្រយត័្ន បដិវត្ដន៍ខ្ពស់ ទំនាស់កាន់តែស្រួចណាស់ កំហឹងវណ្ណៈទាំងខាងលិចទាំង ខាងកើត។ ចំពោះបដិវត្ដន៍ខ្មែរកាន់តែខ្លាំងណាស់វាត្រូវវាយយើង វាទុកយូរទៀតមិនបានទេ។ បញ្ហាចាត់តាំងស.ម ប៉ង់ និងខាំមី ត្រូវឃើញភារកិច្ច ធ្ងន់ធ្ងរខំអប់រំនយោបាយសតិអារម្មណ៍ឱ្យជាប់។ ប្រយ័ត្នកុំឱ្យមានទំនាស់សតិអារម្មខ្មាំងអូសបានវិញ។ អ្នកណាយើង សង្ស័យត្រូវយកចេញ។ ត្រូវខំរកពិនិត្យហេតុការកន្លែងនោះ។ ខាងក្រៅស្នើស.ម ពីន ពិនិត្យអង្គភាពឡើងវិញ តើយប់ក្នុងម៉េាង សកម្មភាពយ៉ាងម៉េចខ្លះ? ទិសរក គឺខ្សែអាសុកចាស់។ ខ្លឹមសារ រៀនសូត្រតើអប់រំយ៉ាងម៉េច?យើងចង់និយាយប្រៀបធៀបបដិវត្ដន៍ យើងជាមួយបរទេស។ ស្នើមិត្ដ ប៉ង់ ទាក់ទងក្រសួងផេ្សងៗ ហើយ ពួក១៧០ គួរប្រមូល។
