On september 19, 1976, there was a meeting between the secretary and logistic of division and regiment. The agenda included the reports of enemy situation, production, people's problems, living condition of the army and party building up, moreover; there had also the direction of broading land and the farming of dry season and other issues. Comrade 89 mentioned about enemy situation in which there were some activities such as at the sea which was involved with enemy in the West and the east. The enemy had spread rumour, fought against our revolution, stolen this and that. It were actions of CIA and the enemy had 2 main active lines. 1. The line of US imperialist, france, taiwan and CIA. Its plan was to liberate completely in 1980, shoot our army secretly destroy gas stations, air port and factories. 2. The line of Soviet Union and Vietnam which had been burried within the base for fighting against revolution such as Chakkrei line. He was the member of CIA in region 24 and 25, so, the measure we had to take were: the control of class differences and class struggle. These disputes characterized more fiece activities because it was the quarrel of class between the revolution and imperialist. Next, was the fair solution to all disputes. 3. the idea which accepted that when we got failure by the enemy, we had to gight back depending on public. 4. we had to persuade them by using some strategies. 5. we had to control carefully the security activities. 6. to encourage the farm production such as long and short term vice from 90 to 100% of total product. Party had to be educated with politics, concience and direction.
កាលពីថ្ងៃទី១៩-កញ្ញា-១៩៧៦ មានការប្រជុំមួយរវាងលេខា និងភស្ដុភារ កងពល និងកងវរៈសេនាធំ។ រាយការណ៍ពីសភាព ការណ៍ខ្មាំងការបង្ករ បង្កើនផលបញ្ហាប្រជាជនជីវភាពកងទ័ពការ កសាងបក្ស។ ទិសដៅការពារពង្រីកដី និងធ្វើស្រែប្រាំង និងបញ្ហា ផេ្សងៗ។ ស.ម ៨៩ សរុប មតិពីសភាពការណ៍ខ្មាំងខាងក្រៅមាន សកម្មភាពខ្លះដែរដូចជានៅខាងសមុទ្រទាក់ទងខាងលិច ខាងបូពា៌ទាក់ទង ខាងកើត។ ខ្មាំងផ្ទៃក្នុងមានសកម្មភាពបំផុស ពាក្យចាមអារាមវាយ បដិវត្ដន៍លួចនេះលួចនោះ។ ជា សកម្មភាពសេអ៊ីអាខ្មាំងមានខ្សែ សកម្មភាពធំៗ២ គឺៈ ១. ខ្សែចក្រពត្ដិ អាមេរិក បារាំង តៃវ៉ាន់ សេអ៊ីអា។ ផែនការវាវាយរំដោះទាំងស្រុងនូវឆ្នាំ១៩៨០។ សកម្មភាពវាលួចបាញ់កម្មាភិបាលបំផ្លាញឃ្លាំងសាំង ព្រលានយន្ដហោះ និងរោងចក្រ។ ២. ខ្សែសើរើសូវៀត វៀតណាម ពង្រីកបង្កប់ នៅមូលដ្ឋាន ដើម្បីវាយបដិវត្ដដូចជាខ្សែចក្រីជា សេអ៊ីអា នៅតំបន់២៤ និង ២៥។ ដូចេ្នះវិធានដែលយើងត្រូវទប់ទល់គឺ ត្រូវក្ដាប់ ទស្សនៈវណ្ណៈ និងការតស៊ូវណ្ណៈឱ្យជាប់ ហើយទំនាស់នេះមាន លក្ខណៈ ស្រួលជាងមុនព្រោះជាទំនាស់វណ្ណៈរវាងបដិវត្ដន៍ និងចក្រពត្ដិ។ ត្រូវមាន ទស្សនៈត្រឹមត្រូវខាងដោះស្រាយទំនាស់។ ជាទស្សនៈត្រូវ យល់ថាខ្មាំង វាយយើងឱ្យបរាជ័យជាមូលដ្ឋានហើយ។ យើងត្រូវមានទស្សនៈទប់ទល់ ខ្មាំងដោយផ្អែកលើកម្លាំងមហាជន។ ត្រូវបំពាក់អំពីរូបភាពសកម្មភាពខ្លះៗឱ្យគេយល់។ បើខ្មាំងយើង អប់រំនៅវាមិនឈប់ទេ តែបើមហាជនពេលគេធ្វើខុសយើងអប់រំគេឱ្យយល់គេមុខជាឈប់។ ត្រូវចាត់តាំង ការយាមតាមឱ្យហ្មត់ចត់។ សភាពការណ៍បង្កបង្កើនផលត្រូវជម្រុញ ការធ្វើស្រូវធ្ងន់ និងស្រូវ ស្រាលតាមផែនការពី៩០ទៅ១០០ភាគរយ រយៈពេលពីខែកញ្ញា ដល់ខែតុលា។ ត្រូវយក ចិត្ដទុកដាក់បញ្ហាការពារផល និងថែផល។ បញ្ហាបក្សដឹកនាំត្រូវបំពាក់បំប៉នខាងនយោបាយសតិអារម្មណ៍ និងការ ចាត់តាំង។
