Srei Lam aka Phoan, Chief of Messenger Group, Division 310, conceded that between March and July 1976 Pen, Deputy Chief of Big Cell, Battalion 312, Division 310, received a plan from Ek to build up treacherous forces, destroy materials, collect foodstuff, and murder cadres to seize weapons.
