Chhay, soldier of lathe factory D-3, was implicated in the confession of Pheng Pheap, soldier of factory K-28. In September 1976, Nan told Pheng Pheap that Chhay was the person whom Nan was built up.
ឈ្មោះឆាយ យុទ្ធជននៅរោងចក្រក្រឡឹងដ-៣ ជាប់ក្នុងចម្លើយរបស់ ផែង ភាព យុទ្ធជននៅរោងចក្រក-២៨ ថាៈ នៅខែ៩-១៩៧៦ ឈ្មោះណន បាននិយាយប្រាប់ផែង ភាព ថា ឆាយ ជាមនុស្ស ដែលវា«ណន»កសាងបាន។
