In its scale and continuity the suffering in Vietnam is overwhelming. More than one million people are fleeing from Hue and central. Highlands, exposed in their droues to homelessness-but away, for the moment, from the fighting. In Cambodia there is a slight, pathertic defference. The poorer inhabitants of Phnom penh remain sitting targets for shalls and rockets, unable to flee. The suffering has made a mockery of attempts at relief work and holds up to shame the pretensions to have created a climated of peace.
