Prek Phnou, Cambodia, March 21. "I have been a soldiers for 27 years and I've never seen this kind of problem before". Declared Chau Seng as he stood on a road about a mile behind the front lines, north of Phnom Penh. Chau Seng's dilemma is that neither he nor about 60 other Cambodia soldiers with him have been paid or given food on more than a month. They are refusing to fight until they receive money and rice. Some of the soldiers sat on the edge of a road listening to mortar and artillery explosions in the distance. Only a small percentage carried rifles and many lacked boots and helmets.
