Summary / Abstract :

On October 21, more than 500 workers, civil servants, war invalids and other people took to the streets and paraded in Hue to demand relief for the victim of flood and tax cuts.They assuated vice depots and urged the administration to sell rice to the people. An alert was given by the local authorities and police reinforcement was sent to the Town Hall, Radio station and other place of importance, while troops saw all their leaves cancelled.
