Summary / Abstract :
The new communist rulers of Cambodia have lost no time plotting the path for the future. A special national congress, meeting in Phnom Penh from April 25-27, endorsed a neutral foreign policy and stated that no foreign bases would be permitted on Cambodia soil. This was interpreted at first as a warning to the North Vietnamese who are still believed to have some 20,000 troops in Cambodia. But with the fall of Saigon such sanctuaries are largely superfluous. Prince Norodom Sihanouk was also confirmed as head of state, thus ending speculation about his uneven relations with the communist leadership in Cambodia.
