Secretary of State Kissinger was not a happy man when he stood before the reports and the television cameras on wednesday. His policy seemed to be collapsing in Indochina; it had encountered a serious setback in the middle East. Detente, another of his objects, did not seem to be paying off in either area. And of course, he was under attack in the United States for failing to do enough to change the nature of the regimes in Cambodia and South Vietnam; for trying to do too much to change the policies of Israel.
