Phnom Penh, the Communist offensive in Vietnam has by no means slowed the war in Cambodia on the country,there has been a futher worsening of the Phnom Penh Government's military position following fresh territorial gains by Vietnamese and Cambodia anti-Government forces in the Country's Southeast. Some observes here are convinced that the war in Cambodia, as in Vietnam, may be moving into its decisive phase.
