The Soviet Union yesterday shifted its recognition from the Phnom Penh govenment of President Lon Nol to that of the exiled Prince Norodom Sihanouk, titular leader of the Cambodia rebels. The move apparently indicates Moscow's belief that the rebel conquest of the rest of Cambodia, including Phnom Penh, the capital, is near.
