What kind of new Cambodia do the Red Khmers aim to construct? Their country is desperately lacking in administrative and technical skills. For generation, Chinese, Vietnamese and French-and latterly, Americans-ran its westernished superstructure with the help of a fairly small Cambodian middle class, while the Cambodians as a whole remained a peasant people.
