Marshal Lon Nol, president of the beleaguered Cambodian government in Phnom Penh, Last night arrived on the tropical Indonesian island of Bali on what most observers believe will be the first leg of his exile. His departure may pave the way for a peaceful surrender of Cambodia to the insurgents. The sick 61-year-old president broke down in tears before he left Phnom Penh and declared that he was going abroad to continue the search for peace and that he would return to Cambodia whenever his people needed him.
