Washinton, January 31 (NYT). President Nixon said yesterday that the United States had to remain involved in Southeast Asia despits last year's Vietnam cease-fire agreement that led to the withdrawal of American forces. In this wrtten state of the that union message, Mr. Nixon said "We must guard against the tendency to express relief at our military extrication from South-east Asia by "washing our hands" of the whole affaire".
