Bangkok, April 17-Phom Penh surrendered to the communist-led Khmer Rouge insurgents today after a 3 1/2-month siege, ending five years of war that had devastated Cambodia, caused uncounted casualties and disrupted the live of 7 million Cambodians White flage and banners of surrender fluttered from every building and shop in downtown Phnom Penh to welcome the blacking uniformer Khmer Rouge forces Rebel troops hugged regular Cambodian army soldiers and took them aboard their armored personnel carreers for a victory parade along the waterfront government gunboats steamed up and down the Mekong and Tonle Sap River on the east side of P.P.
