The five-year-old Cambodian war came to its sad but unlamented conclusion today when the remnants of the Phnom Penh government's forces surrendered to the advancing Khmer insurgents at around 9-am local time. The end came without any of the bloodletting and indiscriminate killing expected from the Khmer Rouge, according to reports reaching here.
