Cambodia's Deputy Premier Khieu Samphan has acknowledged that his country his encountered difficulties in its reconstruction program and has announced that China has agreed to provide free and unconditional aid, according to radio broadcasts monitored here and in Bangkok. A Phnom Penh Radio broadcast, monitored in the Thai capital, said that at a Peking dinner Thursday Mr. Samphan conceded that the new Khmer Rouge government faced obstacles in rebuilding Cambodia.
