Phnom Penh: It looked like the government had the upper hand. Just as the recent wave of teacher-student discord reached its most strident pitch, a new series of rocket attacks on the capital provided a perfect excuse for the government to shut down Phnom Penh's schools amove unprecedented in nearly four years of rocked and artillery an the city. Closing the schools sapped momentum from a recently snowballing teacher-student anti-government campaign.
