Phnom Penh has fallen to the communist, and the way things are going military it would take more than a small miracle to prevent Saigon falling completely into North Vietnamese hands. The only hopeful thing that might be said about the week's events is that the shack may encourage the Ford Administration as the chief mentor of both regimes to take stock and devise a more realistic policy.
