Phnom Penh, February 11, (AP). Rockets and shells hit southern sections of Phnom Penh today, killing at least a dozen civilians in a crowded marked area and falling within 100 yards of the U.S embassy an on the grownds of the presidential palace. It was the first shelling of the Cambodian capital in 10 days. Before that respite, almost daily attack since December 23, killed nearly 200 persons and wounded at least 500.
