Summary / Abstract :
|
Follwing the defeat of the Phnom Penh government by the Khmer Rouge, the victors face the difficult task of accommodating the various factions which made up the anti-government forces. For the moment, the trials of senior officials of the Lon Nol government by "people courts" will accupy a good deal of energy while the real problem of governing Cambodia is being dealt with. The Khmer Rouge and the leader of the government on exile of Prince Sihanouk have all along categorically refused to negotiate with the Phnom Penh government, believing that it was so inherently corrupt and inefficent that it did not represent enough of a force to be reckoned with let alone a partner in any attempta at a coalition government.
