The from of government which will now emerge in Phnom Penh depends on the relative strenghts of the three man groups in the coalition Royal Government of National Union of Cambodia (GRUNC) formed after the coup against Prince Sihanouk in March 1970. These were: The small band of Khmer Rougists, or communist guerillas, including former ministers and associates of Sihanouk...,-These who refused, like Prince Sihanouk himself, to accept the Lon Nol government which took over in the 1970 coup. - Several thousand communist cadres who had been in Hanoi since the Geneva Accords of 1954.
