Phnom Penh, March 8 (WP). The Phnom Penh government yesterday cautiously accepted 700 Cambodian defects but on terms that may prevent 8,000 other rebels from changing allegiance. The 700 defectors claim to represent up to 10,000 Cambodian nationalist troops who are now fighting alongside the insurgent Khmer Rouge. After two months of bargaining, the defectors were confident that the Lon Nol government would accept them as an independent fighting unit, controlling an area called independent zone 16, 100 miles west of Phnom Penh.
