Whereas the progress of the Paris conference which counts now more than one hundred sessions was blocked by David Bruce, Pow Wows were held in Saigon between Melvin Laird and Other Thomas Moorer, chairman of the US joint chiefs of staff, and other American generals responsible for the conduct of the war in Indochina.
