"At 9:30 am on the morning of April 17, Phnom Penh was completely liberated by the Cambodian People's Armed Forces of National Liberation." The simple but historic communique reads. With little fanfare, Cambodia's Royal Government of National Union nominally headed by Prince Norodom Sihanouk announced that it was taking up the public responsibility denied to it for the last five years.
