With the fall of Cambodia and the sudden tightening of the communist noose around Saigon, the nations on the periphery of the hot war in Indochina found themselves scrambling last week to keep up with the dizzying pace on the battlefield. Within hours after the Khmer Rouge had seized Phnom Penh. The five ASEAN nations of southest Asia raced in as a group to formally recognize Cambodia's new communist regime, and by once they began to back politely but insistently away from their public ties with the United States.
