Thanks to the goodwill and the serious attitude of the provisional Revolotioary Government of the Republic of South Vietnam and the Goverment of the Democratis Republic of Vietnam and to the efforts of other paties concerned, the Agreement on Ending the War and Restoring peace in vietnam has been signed. Nearly one full moutn has passed since and the people of South Vietnam should have been able to enjoy a life in a peace, independence an democracy and should have intially achieved reconcilation and national concord according to the spirit and letter of the Paris Agreement on Vietnam.
