The rulers governing admission to party, article 1 of the statute of the CPV stipulates that individuals may be accepted as members of the party if they are Vietnamese citizens, are at least 18 years of age, have worked, have not exploited other people and, after having been forged in the revolutionary struggle, have proved that they are outstanding among the masses.
