As flames lit the skies over Phnom Penh, the most urgent question was not who would win the battle for Cambodia's capital, but what the victors would do with their victory. And crucial to that was who the victor really were. Did they represent the untraditional their of Cambodia's royal tradition, Prince Sihanouk? Were indigenous nationalists or controlled by Hanoi? or by Peking?
