The Ministry of Foreign Affairs of Democratic Cambodia sent a note to Kurt Waldheim, Secretary General of the United Nations, in which it pointed out that the Thai military power-holders had conducted provocative acts along the border since staging a coup d'etat in Bangkok on 6th October 1976.
