Phnom Penh, April 18-The tottering Cambodian government today failed to obtain a cease-fire agreement with the communist Red Khmer forces, although offering an "immediate transfer of power". The International Red Cross forwarded the proposal to Prince Norodom Sihanouk, the head of the Royal Government of Khmer National Union (GRUNK), who declared in Peking that it was unacceptable. He advised the members of the Government to "flee Cambodia if they can, instead of wasting time diggging bunkers". And he added that they deserve nothing but the gallows.
