Phnom Penh, April 6-General Sokham Khoy, the acting president of Cambodia, has begun discussions with other Phnom Penh leaders about a possible unconditional surrender of the city to the insurgents, according to reports today. No details of the talks were available as the insurgents pressed on with their advance around Phnom Penh, but it is believed that a considerable number of military and civilian leaders are opposed to any total surrender to the Khmer Rouge at this stage.
