A possible unconditional surrender of Phnom Penh to the Khmer Rouge is being discussed by the acting president of Cambodia, Mr Soukham Khoy and other leaders of the city, political sources there said yesterday. The talks were being held as advance of the insurgents continued around Phnom Penh, and in the last 36 hours they have captured two towns South-West of the city Thnal Totung and Ang Snoul. Ang Snoul is 15 miles from Phnom Penh, and latest reports indicate that the insurgents are only five miles from the city's Pochentong Airport.
