Cambodian soldiers, cheated of their salaries and food for months, yesterday killed a pay officer, disembowelled him and ate his flesh and organs. The incident came at a time when government forces were-being hurriedly moved into positions around the encircled capital of Phnom Penh for an imminent final communist assault with American supplies of ammunition and fuel quickly running out, and replacements not expected, the cannibalistic killing here provides an example of what many Cambodian after the killing took place, life begining to fear more than the communist attack itself a total breakdown in discipline among government troops.
