Over the last five months, there have been universal concern over the fate of over 200,000 political prisoners in South Vietnam. Saigon has been hilding them in the teeth of the Paris Agreement and its protocol which has uneqivocally stiputeted: "The two South Vietnamese parties will do their utmost to resolve this question within ninety days after the cease-fire come into effect." The joint communiqué has also fixed a 45 days deadline for their return. P1
