Mr. Long Boret, the Prime Minister of Cambodia, returned to the bileaguered city of Phnom Penh yesterday after holding four hours of talks in Bangkok with representative of Khmer Rouge insurgents. On his return to Phnom Penh Mr. Boret said simply that plans were under way for talks with the insurgents.
