Phnom Penh, April 13 (NYT)-Primier Long Boret announced last night that a "summit commitee" dominated by generals had been formed to run the government and continue the fight against the insurgents until peace can be achieved. The announcement was made in a radio broadcast several hours after the U.S Embassy had closed and Ambassador John G Deam, together with the last remaining staff members, were evacuated by helicopter to Thailand.
