For the United States on Cambodia, the hour had passed. It has not yet passed in Saigon, and the driving fear in Washington this weekend is that its passing will not be marked by such easy swiftness as in Phnom Penh. For the remaining 5,500-odd Americans in Saigon, for the tens of thousands (or hundreds of thousands ) of "those Vietnamese to whom we have a special obligation and whose live may be endangered," the next few weeks are perceived as a period of the highest delicacy and peril.
