He called for the expulsion the UN of the government of Cambodia, or the Khmer Republic, based in Phnom Penh, and its replacement in the UN Cambodia seat by the regime of prince Sihanouk, which is based in Peking. The Khmer delegation replied later in the debate that China should keep its nose out of Cambodia affairs, and that if the Sihanouk regime really controlled 90 percent of Cambodia territory, as China clamed, why was Sihanouk still in Peking?
