The Lon Nol regime in Phnom Penh have been trying all mean of trickery, bribery and force to conscrib the people of Phnom Penh to the puppet forces. when all other means had failed they decided to renew the martial law very six months so that they could draft the people into the army. They also mobilied functionaries to serve as their cannon fodder. Troops and military police were sent out to encircle villages and residential quarters in cities to arrest people.
